Analysis On Operation Of New Rural Cooperative Medical Scheme In Puyang City

ObjectiveTo analyse coverage, income and expenditure of fund, agency organization of New Rural Cooperative Medical Scheme in Puyang City, and explore the condition of the fund operation, in order to find shortcomings of the overall efficiency of fund operation, and put forward measures and suggestions for decision-making and supervision, and promote stable and healthy development of New Rural Cooperative Medical Scheme.MethodsLiterature review was used to study relevant research and analysis of New Rural Cooperative Medical Scheme at home and abroad in recent years; and field survey was used to get operation data. Use descriptive methods and Excel office software to analyse New Rural Cooperative Medical Scheme coverage, income and expenditure of fund, etc.Results1.The participation rate and income of New Rural Cooperative Medical Scheme rose year by year. The participation rate rose from 88.25% in 2008 to 98.31% in 2010.2. Income, expenditure and utilization rate of fund all increased. The income of fund raised from 280,47 million Yuan in 2008 to 480,52 million Yuan in 2010. The expenditure of fund raised from 216,37 million Yuan in 2008 to 389,72 million Yuan in 2010. In 2008, utilization rate was 77.15% and in 2010, it was 81.10%.3. Hospitalization rate of farmers increased. Hospitalization rate of Puyang City increased from 5.82% in 2008 to 7.04% in 2010. The actual compensation ratio of hospitalization famers declined year by year, which declined from 47.56% in 2008 to 41.18% in 2010; personal average burden increased from 1352.28 Yuan in 2008 to 1893.40 Yuan in 2010. The hospitalization rate of patients in rural hospitals had been declining from 56.02% in 2008 to 46.93% in 2010. 4. Personnel of agency organization, income and expenditure all reduced.ConclusionsThe New Rural Cooperative Medical Scheme of Puyang City developed smoothly, participation rate remained stable and increased year by year, and expenditure and hospitalization rate rose too. However, utilization rate of fund was relatively low, average cost and personal burden increased; Hospitalization rate rose too fast; Agency personnel and fund couldn't be implemented. Puyang City should establish stable financing mechanism, improve income level, strengthen supervision of hospitals, explore payment, and promote sustainable development of New Rural Cooperative Medical Scheme.
