The Research On New Rural China Cooperative Medical Scheme In Lushunkou District Dalian

The New Rural China Cooperative Medical Scheme put into practice at Lushunkou District,Dalian in 2005,and it has been made some progress and achievement in operation. Generally speaking,the utilization on medical service has been improved,and the medical and health system has been developed,and the peasantry's financial burden on medical service and treatment has been alleviated.In view of the above-mentioned respects,New Rural China Cooperative Medical Scheme has a positive and active effect on health care and narrowing the gap between the urban and rural residents.And it is also considered to be the great significance to build new socialist countryside,to balance urban and rural development, and to promote the harmonious and stable society.But on the other side,it also expresses some questions in operation,to a certain extent,which are affected and restricted the sound and sustainable development of the Scheme.In the thesis,the author chooses the New Rural China Cooperative Medical Scheme in Lushunkou District,Dalian as the objective of study,and summarizes the questions on scheme design and external environment in operation,and analyses the causes from the legislation factor,inclination factor,scheme factor and external environment factor.After reviewing institutional context on rural medical care security for reference in both developed and developing countries,and learning the practical experience from the typical mode on New Rural China Cooperative Medical Scheme in China,the author puts forward the countermeasures for New Rural China Cooperative Medical Scheme in Dalian on legislation, operation mechanism and external environment.
