There are a black soil in Northeast soil reduced ability to withstand natural disasters, serious soil erosion, soil degradation and other threats that will affect the ecological environment, and directly affect national food security, affect people's production and living standards. In order to improve the ecological environment, control soil erosion, soil quality assurance, and gradually promote the comprehensive improvement of ecological management and optimization models and technologies, and promote black soil in Northeast Ecological management of a small catchment of the development, the need for black soil areas in Northeast River comprehensive management project for integrated ecological evaluation. In this study, Jilin Huifa River watershed project area Jixing comprehensive management of soil and water conservation as an example of its ecological, economic, social and overall efficiency evaluation, the establishment of a small black soil in Northeast watershed evaluation and analysis of a benefit template for the future provide the basis for the black soil area watershed.(1) to build the research evaluation system consists of 22 indicators covering social, economic and ecological benefits of various aspects, namely, to reduce land degradation and reduce losses from natural disasters, ecological forest and grass land area, agricultural commodity rate, labor productivity, per capita income in rural areas, the Engel coefficient, poverty rate, crop output, the typical value of fruit, productive land values, ecological land value, the value of small water storage, reduce erosion modulus, water-holding capacity, diameter flow, effective soil depth, soil fertilizer capacity, watershed water quality people, ground micro-climate, forest and grass cover, biodiversity. Using the analytic hierarchy to determine its weight, the obtained results consistent with the actual situation as high, with a certain area suitability. To a certain extent reflect the comprehensive management of small watershed comprehensive soil and water conservation benefits. (2) Kat Hing watershed are "integrated control of soil erosion in black soil region in Northeast pilot project" Huifa River project area, this paper choose Jixing small watersheds as examples of the overall analysis of the current project area, and evaluate its effectiveness and watershed management experience, but the protection of watershed management for sustainable development of the black land to explore. By comparing 2004 to 2006 Jixing through integrated watershed management, the ecological, economic, social as well as the level of overall efficiency index value to determine watershed management efficiency within the system during this time of change, so as to achieve comprehensive measurement and evaluation of integrated watershed management benefits. The results show that the ecological benefits in 2006 is 0.358, 0.298 in 2004 increased by 20.13% in 2006, the economic value of 0.414, 0.250 in 2004 increased by 65.6%, a value of 0.356 in 2006 social indicators than the target value of 0.242 in 2004 increased 47.11%, the overall efficiency target in 2006 is 0.379,2004 year 0.269,2006 increase over 2004 40.9%. From three kinds of benefits to the overall efficiency of the contribution rate, the social weight of 0.17, the contribution rate of economic and ecological benefits are similar, effective weight were 0.39 and 0.44. Looking at the results from the evaluation of the three major benefits to the maximum economic efficiency, social benefits, followed by lower levels of eco-efficiency improvement.(3) through the implementation of a series of control measures, the basin's ecological, economic and social benefits increased in varying degrees, watershed ecological environment and agricultural production has undergone great changes, people's living standards have improved, agriculture, forestry, animal husbandry and the industry has been coordinating the development of watershed ecological and economic and social complex systems is the sustained, stable and coordinated direction.
