| Recently, soil and water loss in the south has been serious gradually, and that caused attentions of the whole society and has been the focus of public welfare. According to the national water resources census, Qingliu county taken for example had been caused by soil erosion area of 265.02 km2 until 2011, which was mainly due to the improper farming or human development. Although the control of soil and water loss was broad and difficult to harmonious govern, the government had put forward the model of soil and water loss control and implement to manage. Based on the Comprehensive control of soil and water conservation-Method of benefit calculation GBT15774-2008(Hereinafter referred to briefly as National Standard) and the related data of Qingliu County in 2000,2007, 2011 and 2014, this paper introduced the benefit calculation system. Used the grey systematic analysis, this paper illustrated the benefits of soil and water of Qingliu County. Thus measures were put forward that were as follows:soil and water loss was given priority to with ecological benefits of soil and water conservation, and economic benefit was complementary. Governance, development innovations were in the combination of facts, which could achieve to ensure the height of the ecological benefit, economic benefit and social benefit.Firstly, this paper was based on the method of literature which summarized the related research on soil and water loss management and the domestic on red soil region of soil and water loss management mode at home and abroad. Taken Qingliu County in Fujian province as an example, it showed those local natural environment characteristics, soil erosion situation changes, and the causes of the water loss and soil erosion. What is more, this paper probes and evaluates the local common measures for soil and water loss.Secondly, this paper introduces the measures of Tengtou garden and the comprehensive benefit differences of soil and water loss management. According to the mechanism of innovation from the management, it comes that in the process of water loss and soil erosion control the governance body is closely related to the governance mechanism and different governance mechanism determines the governance body in the process of ecological restoration and reconstruction of the position and role.Thirdly, to determine the water loss and soil erosion management benefit evaluation, it is uses the gray system analysis. When selecting the evaluation index system, this paper combines with the local situation of Qingliu County and utilizes the national standard and the literature of soil and water loss control management benefit evaluation to eliminate redundant indicators, sort merge, and form Qingliu management benefit evaluation index system of soil and water loss. Also, selecting the four years’data of 2000,2007,2011 and 2011, it is easy to see that the soil erosion governance efficiency in Qingliu County is greatly improved. But there are some disparities between each numerical scores and excellent level there. In a word soil erosion problem in Qingliu is still serious, and they need to further strengthen regulation in the future.Finally, through the scientific evaluation, it comes that innovation mechanism in the process of implementing the comprehensive control of soil and water loss and the obtained results. Thus, by according with the law, strengthening supervision; and combining the ecological benefits and economic benefits, water and soil conservation in Qingliu County will lead the town development. |
