Smart power utilization is the important parts of smart grid. Its core is to realize intelligent services, to meet the diverse needs of customers, to achieve reliable electricity supply and economic security, to build the new relationship which makes the power flow, information flow and business flow between the grid and users real-time and interactive. The construction of intelligent power system realizes two-way interaction between the power grid and the user. Different from the traditional way, the active participation of the management and operation of the power grid from the user realizes scientific power; through the user's interactive enterprise can also obtain stable power load, ensure the safety in production and promoted the electric power enterprise integrated service level.Firstly, this paper describes the the background and significance of the development in smart power utilization technology, analyzes the status and the role of smart power utilization in the area of smart grid, summarizes the development history, the research status and the achievements of smart power utilization at home and broard. Secondly, the technology of the power fiber to the home was analyzed emphatically. it makes a detailed description for the implementation network components and network solutions of the fiber to the home technology, and give the advantage of introducing the power fiber to the home technology in the construction of residential electricity system. Subsequently, a smart power utilization system in Residential District based on power fiber to the home is designed according to the development of business, and the system components and subsystem function are studied. According to the modular design principle, the system architecture and functional requirements of the power information acquisition system power distribution automation systems,distributed power access systems,electric vehicle charging and discharging management systems and smart home system are designed. Finally, according to the system components and requirements of each subsystems, the network solutions of overall communication and subsystems for the the electricity system is designed, and also the engineering applications of the solution is mentionged.
