ABSTRACT:The building sector is one of the largest energy consumption fields as well as the main emission source of green house gas. Under the background of global climate change and sustainable development, it is imperative to develop green building. After the development of nearly half a century, the foreign green building system has been more and more mature, by contrast, the speed of green building's development in China is relatively slow. Besides that, the development is more about the slogan than the actual in general, which can be mainly attributed to the imperfection of the policies and regulations of green building.Firstly, this paper introduces the development situation of green building and the laws and regulations to promote the green building's development in the developed countries, such as the United States, Japan and the European Union, as well as China. Secondly, based on this background information mentioned above, comparative analyses of the policy tools between China and the developed countries, which are used to promote green building development, is presented. And then, the shortcomings of green building policies in China are pointed out and the experience in the developed countries are used for reference.At last, the paper uses the method of game analysis to make suggestions for green building economic incentives policy (such as policy of tax incentives and financial subsidies), and uses the method of comparative analysis to put forward suggestions for the development of our green building, respectively in the aspects of the mandatory policy and performance evaluation policy. On the basis of the suggestions, the effect of implementing the green building policy is analyzed.
