With rapid increase of mileage number of highway and continual prolongation of service time, highway has been turned from the mode dominated by construction into developed simultaneously by construction and maintenance, and gradually become the mode dominated by maintenance. The funds invested in maintenance by road management department is limited, and thus it is required for the management to consider how to put the limited funds reasonable to the road section that needs maintenance most under the condition of comparatively less funds of maintenance, so as to ensure the service performance of pavement to keep above the reasonable service level. It is shown from the maintenance experience of highway home and abroad that, if appropriate preventive maintenance measure is taken promptly in the right pavement, it can retard or prevent pavement from further deteriorate, decrease maintenance cost and improve road condition, drive quality as well as extend service life of pavement.At present, the preventive maintenance technology of asphalt pavement in cold region is just getting started. Therefore, it is of great necessity to carry out study on the preventive decision mode, maintenance measures and materials of asphalt pavement in cold region, which is of important significance for improving management level, saving maintenance cost and extending service life of asphalt pavement in cold region. On the basis of current study results in this paper, study is conducted mainly as the following parts:(1) The early damage type and reason of asphalt pavement in cold region of China are analyzed, and both macroscopic and microscopic standards of preventive maintenance index of asphalt pavement in cold region of China are also established.(2) The preventive maintenance measures used regularly and currently are analyzed and the preventive measures appropriate for asphalt pavement in region of China are selected and strategy library is also built. On the basis of grey theory and fuzzy theory, the grey fuzzy optimization mode is proposed considering comprehensively the advantages of two theories, and the decision of preventive maintenance measures is carried out by grey fuzzy decision mode. (3) According to fuzzy set theory, it is verified that the International Roughness Index (IRI) and Pavement Condition Index (PCI) has high relevance, and thus IRI is chosen to replace PCI as preventive maintenance time index. The preventive model of IRI based on time series of Kalman filtering is established. Finally, on the basis of considering cost-benefit analysis, the choice model of preventive maintenance time based on IRI is built.(4) The road performance that preventive maintenance material should have in cold region is analyzed. According to the damage type and characteristic of asphalt pavement in cold region of China, the preventive maintenance material appropriate for asphalt pavement in cold region is proposed.
