Rural small hydropower, a clean and renewable energy, is an important infrastructure of rural economic and social development and an important method of environmental protection and ecological construction, which plays a significant role in solving rural electricity, promoting rural economic social development, improving the living conditions of villagers, increasing energy efficiency and so on. Small hydropower working prioritize of Zhejiang province has been changed from building new small hydropower station into the aged power station rehabilitation because the rich small hydropower recourse, which is close to the level of abroad developed countries, has entered the stage of resource constraints. This paper, based on the characteristics and the existing problems of small hydropower stations in Zhejiang province, has established the evaluation index system and decision-making model of rehabilitation, in order to undertake screening those aged stations needing to implement rehabilitation. At the same time, in this paper, applicable technology of small hydropower station has been studied, which is helpful to promote and guide the province's hydropower station rehabilitation work in the next step. The main contents are showed as following:(1) Effectiveness analysis on the aged small hydropower station rehabilitation in Zhejiang province, and then point out the existing problems in hydropower station rehabilitation.(2) Based on the site investigating collecting data and the characteristics of small hydropower stations in Zhejiang Province, the multi-level evaluation index system of hydropower station rehabilitation has been established, and the bottom layer has been demarcated also.(3) Considering the safety, efficiency, technology, ability and other factors, the multi-objective decision-making model on small hydropower station rehabilitation is been built by adopting the multi-objective decision-making method. It will provides decision-making basis for the departments or organizations, and make the rehabilitation work accomplish decision-making scientifically and implement orderly.(4) For the characteristics of small hydropower stations in Zhejiang Province, the applicable rehabilitation techniques are supplied for different types of hydropower station and the different rehabilitation needs, after sieving the existing reconstruction techniques, which makes the rehabilitation implementing the requirements of comprehensive utilization and benefit maximization.
