Hydroelectric station is usually constructed in the narrow areas with high mountains and deep rivers,which is generally far from cities.At the same time,affected by floods and geological topography,it is very difficult to mobilize emergency response and ensure resources.The emergency response process is a complex system,so the scientific and timely emergency decision-making requires a high ability of decision-making groups.Emergency decision-making,as an important part of emergency rescue for safety accidents,has important research value for improving emergency management level and establishing emergency decision-making support system.Moreover,timely and effective emergency decision-making is also the key to control and weaken the consequences of accidents.Aiming at putting forward an efficient and accurate emergency decision-making model,this paper studies the group decision-making of emergency response in case of sudden accidents based on the safety accidents of hydroelectric station.The paper consists of three parts: the research on emergency capability evaluation index system,static group decision model and multi-stage group decision model of hydroelectric station safety accidents.Firstly,considering the selection of emergency indicators in other public safety fields and the characteristics of hydroelectric station safety accidents,preliminary screening of evaluation indicators for emergency response capability is carried out.In view of the timeliness of emergency decision,32 secondary indexes are further screened by the DEMATEL method model based on intuitionistic fuzzy information,and the emergency capability evaluation index system of hydroelectric station safety accidents is established.Secondly,considering the uncertainty of expert experience judgment and the fuzziness of index,a static emergency group decision-making model based on IAHP-intuitionistic fuzzy set theory is proposed.Furthermore,time factor is introduced on the basis of static group decision-making,and a multi-stage emergency group decision-making model based on interval intuitionistic fuzzy information is constructed by using interval intuitionistic fuzzy theory and non-linear programming idea.The sensitivity of the decision-making model is analyzed by using perturbation method to verify the stability and reliability of the decision-making model.Finally,the static emergency group decision-making model and multi-stage emergency group decision-making model are analyzed by examples,and the emergency evaluation index is further explained according to different accidents,which can provide some reference for decision-makers.The results show that both the theoretical method and model have good engineering practicability and effectiveness.Through the establishment of emergency capability evaluation index system of hydroelectric station safety accidents,and building and perfecting the emergency response group decision-making model based on it,it has a good positive effect on coping with emergency and is beneficial to carry out emergency response work and disaster relief work smoothly.The consequences of the accident can be controlled or reduced.It provides certain theoretical support for emergency decisions. |
