With the rapid development of Shanghai economy and Constructing of the international shipping center, Shipping makes the significant contribution in Shanghai economy. On the grounds of statistics, in 2003, about 391thousand vessels arrive or left shanghai port, taking the about 2.64 hundred million tones cargos.When shipping makes significant contribution in Shanghai, it also brings the water pollution to Shanghai. From 1984 to 2003, 907 oil spills happened in shanghai water area, and about 2516 tones oil or oil-water flows into water body.On the base of oil pollution and natural conditions, this paper, focusing the disposal of oil spills, analysis and study the reasons of oil spills in Shanghai port, and estimate the result of oil spills, and propose the oil spills prevention and disposal measures in Shanghai.In chart Ⅰ , introduce the outline of Shanghai shipping in brief and the progress of the studying in the field of oil spills in detail.In chart Ⅱ, introducing the natural reasons in Shanghai relating with the oil spills, such as atmosphere, tide, and vessels flows, channel, wharfs, and so on. The paper analysis the oil spills in 1984 to 2003, summaries the characteristics, and concludes the major contradiction of the oil spills prevention and disposal in Shanghai port.In chart Ⅲ,the paper focusing the harm as a result of oil spills, discussing i . Estimating the pollution area using the Dr.zhengwenbo theory, ii. Estimateing the harm of oil spills using Analytic Hierarchy Process(AHP).In chart Ⅳ, firstly introduce the actuality of Shanghai oil spills prevention and disposal. Secondly propose the strategy to prevent and protect the water body from oil spills, basing on the above discussion. Thirdly propose the contingency actions to fit Shanghai natural conditions.
