Dalian Waters Fire-fighting Forces Deployment Scheme Research

Long-term lacks of professional Sea rescue teams of firefighting and frequently occurs of Dalian waters sea accidents bring challenges to the construction of Dalian northeast Asia international shipping center.Sea fire service is one of the functions of government and an important part of national emergency rescue system. It usually needs to strengthen the supervision of sea fire, should be responsible for fire fighting and rescue when receive fire report, and can coordinate all governments and other social resources when necessary.The research framework of this paper is based on propose the problem, problem analysis, problem solving step by step progression outlined. This study begins by describing the background and significance, briefly introduction to the content of this study, the framework and research ideas. On this basis, the developments of Dalian waters firefighting were reviewed, the historical and status developments of Dalian waters firefighting were described and the current problems and lacks of Dalian waters firefighting were proposed by analysis. And finally briefly analysis the future development of Dalian waters firefighting from macro. Then the paper analysis the fire risk of Dalian waters from the basic situation, berth situation, function zoning and history fire, and proposes the main factors that effected waters fire risk. Furthermore, it discusses Dalian waters fire risk in detail by using AHP after a brief introduction of AHP principle and application. Finally, based on the previous study, the existing fire-fighting forces of Dalian waters were analyzed, the general principles of fire-fighting forces deployment were described, and finally propose the scheme of deploy Dalian waters fire-fighting forces.The study of this paper can provide beneficial reference to the rational deployment of Dalian waters fire-fighting forces.
