In recent years, as the development of China's socio-economic and the accelerated process of urbanization, water safety has become an important part to urban safety and disaster prevention. The protection of urban water supply security would play an extremely important role in protecting public safety and social stability. As a key to the city water system facilities, water supply network charged with the task of delivering water directly to users. Once the network was damaged, it will severely constraint the play of system functions, which will bring serious impact on economic development and public life. Therefore, it is urgent for us to carry out risk assessment studies. Based on reference to domestic and international research, the paper analyzes the needs of network risk management for water supply enterprise, and established firstly the city water supply network vulnerability diagnosis and risk control decision support system based on three libraries.Firstly, after summarizing a large number of domestic and international risk assessment and vulnerability analysis models and methods, analyzing the poisoning threat and the earthquake threat risk models in depth, and combining the needs of the enterprises and the needs of decision supply, we proposed some practical rehabilitation programs to the poisoning and earthquake risk models. In addition, as for the water supply pipe network of KG economic characteristics and regional distribution of water supply, we designed contingency plans for KG processing water supply enterprises. Secondly, we designed the decision support system, whose structure is based on the database, model base and knowledge base. The system could realize the function of data management, data analysis, model calls and other functions. The models of supply pipe network vulnerability and risk assessment in poisoning and earthquakes scenario were designed, which could locate and calculate the key points of vulnerabilities and risks. The best decisions of reducing vulnerability and risk would be proposed through knowledge base, which would help the decision-makers to make choice. Finally, in accordance with the designed plans, the urban water supply network vulnerability diagnosis and risk control decision support system was established.According to this study, we not only provides a user-friendly, full-features urban water supply network vulnerability diagnosis and risk control management tool for water enterprises, but also the system we built would provide guidance for the decision support system development of other water industry-related in China.
