City water supply system is a large nonlinear complicated huge system. Duringthe course of optimal control and decision-making, there inevitably involve manyfuzzy and uncertainty factors. But the current research methods include the controldecision method are difficult to consider these indetermination factors into the processof building models. So the instructive conclusions can't be generalized and the realpractical and optimal control purpose can't be attained. Therefore, in this paper, weused the special advantages of fuzzy theories to deal with some non-stochastic,inaccurate and uncertainty concepts questions for the first time on the basis of ourformer researches and our country water supply enterprises management status. Manythorough analysis and researches were done on water consumption forecasting, waterdistribution network status simulating, optimal control modeling and decision-makingof control projects, and so on. The research initiates a new phase for carrying out thescience of water supply system management and decision.On the basis of summarizing and studying the changing rules of city waterconsumption, two kinds of methods were put forward creatively, that was fuzzy logicand adaptive neuro-fuzzy inference system based on fuzzy clustering. At the sametime, on the basis of summarizing the simulating methods of water distributionnetwork, fuzzy neural network method based on subtractive clustering was broughtforward successfully. And the science calculation software Matlab adopted to workout the macro-model calculation procedures. A fuzzy optimal control model is alsoput forward based on lots of researches in this paper. This method considered allfuzzy factors in the process of optimal control and made use of dynamic programmingmethod to seek the solution through establishing the subjection functions of the targetfunction and restricted condition. In this paper, a new kind of decision-makingmethod was brought out, that is fuzzy compromise decision-making method. Thismean takes fuzzy ideal solution, or fuzzy negative ideal solution, or two of them asconsulting benchmark to measure the difference between decision-making project andfuzzy ideal solution or fuzzy negative ideal solution adopted Hamming distancemethod. At last, city water supply management communication and expert decisionsupport system is studied and exploited. This system made use of the systemengineering, management engineering and communication system engineeringtheories and methods to exploit for the second time using the unified model languagefirst. This can shorten the optimal decision-making time greatly.In the whole research process, a great lot of examples were adopted. Theimitating results show that all the kinds of fuzzy techniques and the methods putforward in this paper are better than any other former methods in spite of on model setup, calculation speed or the accuracy.
