Recent 30 years of relevant historical protective practices show that: protection of historic sites should be simply from physical aspect to the level of complex overall environment, and should take political, economic, social, cultural, environmental and technological aspects and many other factors into account. In recent years, the domestic protection of historical district has made great achievements, but in the protection, management, and the implementation of Planning of the historical and cultural blocks, there are still some problems, for example, in formatting aspect, demographic composition and other dynamic elements are considered inadequate, and in management aspect, in the protection of construction and classification of the relevant departments there is a certain degree of differences and disputes。As a result, this article will be relevant to dynamic protective elements (dynamic protective factors), including dynamic and static factors (discussed in detail in the body),Through the research of historical and cultural characteristics, and the protection of historical neighborhoods, extract the dynamic protective factors of historic districts, combined with the actual protection of the Wudadao Area in Tianjin, establish the dynamic protection of historic district of Tianjin comprehensive evaluation model using analytic hierarchy process, and balance the weighing system, qualitative, quantitative static and take dynamic factors into account。Generally weigh the basic characteristics and value constitutes of historical and cultural blocks, in order to establish a more scientific, comprehensive plan to protect historical and cultural blocks and to guide the dynamic protection of historical and cultural blocks more effetely.Relevant protective practice has proved that static elements can be better controlled in accordance with conservation planning and control requirements of the plans。However, for historical and cultural blocks, the research and preparation of economic, social structure and composition of population and traffic problems such as dynamic factors are very difficult。This article takes the Wudadao Area of Tianjin as an example, to do further demonstration of the dynamic factors of three areas, which is the population size, spatial distribution and industry format, and mode of transport development, and further proposes a number of implementation measures in historic district conservation plan.The first chapter is about the subject's background, purpose and significance, and also includes related research methods to study the definition of the concept and research framework.The second chapter is a contrast and analysis of domestic and overseas examples in protective factors definition and protective characteristics, to conclude the disadvantage and deficiencies in both at home and abroad protection elements.Chapter Three puts forward the idea that "the protection factor is based on the extraction of conservation value", static and dynamic elements of protection are resolved, and by integrating elements of factor analysis, proposes dynamic and static protection factors; using AHP to obtain the dynamic comprehensive evaluation model of the Wudadao Area in Tianjin, and find the relevant weights.Chapter Four does an in-depth study of the dynamic factors of social structure, population size, spatial distribution and function of format adjustment and development mode of transportation of the Wudadao Area in Tianjin, and proposes the strategy related to the implementation aspect.Chapter Five focuses on the overall protection strategy of the Wudadao Area, mainly through the evaluation of different protective factors to decide protection strength and protection time series models, to be implemented in phases and grades.
