Shanghai Urban Rail Transit Safety Emergency Management Research

Subway (include light rail) is an important part of urban public transport, and its safety is significant to the safe and effective operation of the entire city. Shanghai, being a metropolis, currently consists of 11 rail transit lines, spanning 420km across the city, carrying approximately 5.6 million passengers daily. The highest passenger flow is 7.53 million people daily. By 2015, the city will have 13 rail transit lines, with the transportation mileage extending to 600 km. The long-term plan is to achieve 20 rail transit lines, attaining 880 km in length. Shanghai subway appears multi-lines, long transport mileage, big passenger flow and network operation characteristics, it will bring huge effect for Shanghai city safety, in case subway occurs any safety problem.This article adopts basic knowledge of safety science, elaborates including safety, danger, security, reliability and mutual basic relationship, with the basic of accident result and reliability theory to analyzing the equipment of influence subway safety, environment and management by inside and outside factors. Expounding public and operation safety of subway transportation, combine Shanghai emergency management task situation, analyzing the inside and outside potential question of subway safety risk. And meanwhile, comparatively investigation to strengthen subway safety precaution practice from partial domestic and abroad city.This article also passed case analysis, elaborating successful pattern of subway safety operation and emergency measurement during Shanghai World Expo 2010. Consider it in terms of establishing Shanghai subway safety normalization and long-acting management, instead of adopting special time operation with the trans normal instrument to ensure safety system and mechanism. Combine Shanghai subway of aiming formulation "Eleventh Five-Year Plan". From lawmaking, system and operation lay, to rising countermeasure and suggestion for consummate Shanghai subway safety emergency management system, and trying to search establishing system step by step, which in accordance with Shanghai actual subway safety emergence measurement, providing powerful guarantee to assure Shanghai urban public safety.
