On Improving Construciton Planning Of New Countryside In The Mountain Areas

China is propelling the construction of new socialist countryside comprehensively. Implementing thoroughly the scientific concept of development, balancing the urban and rural development, balancing the regional development, balancing the economic and social development, and balancing the harmonious development between man and nature, have become the governing philosophy of the CPC committees and governments. To realize the goal of building a moderately prosperous society, according to the general requirements of the new rural construction- "the development of production, affluent living, civilization ethos, clean and tidy villages,democratic management", on the basis of reality, integrated planning and effective guidance on the direction of the rural economic and social development and the objectives and measures of the village construction, are the important research topics and real work tasks that we need facing.As the undeveloped areas of economic and social, mountainous countryside is an important part of promoting the construction of new-countryside, and also the important point and difficulty of developing the well-off society comprehensively. From the empirical survey of Hongjiang city, which located in the western area of Hunan, the article analyzes the situation and main problems of constructing mountainous villages, makes the basic requirements and design method about constructing mountain villages clear, and puts forward some effective strategies to improve the construction plan of mountainous village. The paper decides the basic content of constructing mountainous villages and improve the effect of instructing the constructing of new-countryside according to the state's developing strategy and the practice of the construction plan of new-countryside of Hongjiang city. It also discusses seven elements of countryside construction plan and eight designing methods and the general principles.The paper wholly analyzes the resource superiority of mountainous areas, and it probes the functions,roles and ways of the construction of new-countryside. It declares three main aims of mountainous areas construction and development:urbanization, ecological manor, and resource protecting area so that the construction of socialist new-countryside may be pushed on in a planned way. All of this is helpful to promoting the level of constructing and designing villages in the process of building new countryside.
