As the main artery of China's national economy and popularity transportation vehicle, the railway transport enterprise carried out a series of reform and innovation to improve their competitiveness with the development of economic and society. Based on the revocation of the railway branch, the reforming of management system followed by the adjustment of productivity layout and adjustment, the merger stations, railway transport enterprise may obtain further deepened reform.In recent years, the passenger quantity of Xi'an Station creased year by year, under the conditions of the existing transport capacity, facing the increasingly fierce market competition, the urgent problems that the managers of Xi'an station are how to further enhance their competitiveness in the market, in order to consolidate their leading position in the passenger transport market.Based on the domestic and foreign research situation this paper focus on the quality of railway passenger services. Through the description of railway transportation's situation and the analysis of station's quality management problems it use quality management and system analysis methods to establish a quality assessment system for station's passenger quality based on the date and information. We conducted a comprehensive evaluation and empirical analysis of the xi'an station's passenger quality with the system. Without significantly increasing in the station's capacity it is the only way to improve the quality of passenger transport to consolidate and expand the market share of railway passenger transportation. Xi'an station's strategic development objectives, marketing programs and the implementation of control strategies are submitted by detailing the marketing quality factors which has the biggest effect on he quality of the passenger stations. Then we developed a quality improvement measures for passenger station. Describing the general situation of the railway transport, collecting, collating and analyzing the Xi'an station specific information and data, this paper use quality management and system analysis methods to establish quality assessment system for station's passenger quality, then present a passenger quality improvement program after analysis...
