Building energy consumption is a significant part of China's energy consumption structure, and according to the experience of developed countries, the proportion of building energy-consumption will keep increasing along with the economic development and the improvement of living standard. As public buildings, especially large public buildings have the characteristics of high unit energy consumption and high potentials of energy saving, it will be one of the important breakthroughs of China's Energy Saving and Emission Reduction in the future.How to effectively carry out the energy saving in large public buildings has been the exploration target of the researchers around world for many years. The research focus has gradually shifted from the design and technologies of building's energy saving to the operation and management. This paper summarized some related literatures, and sum up the theoretical foundation of the opinion that large public buildings could realize energy saving through strengthening the management from both macro and micro perspectives.Based on the above theoretical foundation, the author summarized and researched the existed macro management systems of large public building's energy saving in some developed countries (cited the United States, Canada, Japan, Australia, Singapore, etc as examples). The research includes the policies and regulations issued for the purpose of large public building's energy saving, and some energy efficiency labeling or green building rating systems implementing in these developed countries. The author finds these macro management systems are effective. Meanwhile, the author researched several micro management methods tried out in China via case study as well, including the economic incentives to the Property Management Department, and the improvement of existing management methods. It shows that these micro management methods are also effective. Besides, the author analyzed the reason why these methods cannot be successfully promoted in China now.Since most large public buildings in Shanghai achieve heating and cooling through air conditioning, the structure of energy consumption is relatively simple. Thus, the research on large public building's energy saving in Shanghai has certain universality. In addition, a large number of intelligent energy-saving equipments have been applied in large public buildings in Shanghai, which have the similar level to the hardware of developed countries. So Shanghai has the ability to learn the advanced experience of other regions well and make good use of it. Due to this, the author made further research on Shanghai's energy saving in large public buildings. The paper lists the current problems in Shanghai's energy-saving management in large public buildings, for example, the lack of economic incentive systems, the immature market of building energy efficiency service, lack of the platform of basic data's monitoring and statistics, underutilizing of existing advanced equipment and so on.According to the above research, the author proposes solutions from both macro and micro perspecti-ves-to the problems of Shanghai's energy-saving management in large public buildings,-which are on the basis of the combination of other region's advanced-experience. These solutions are expected to be the reference for Shanghai, and be-further promoted to other areas in China.
