Countermeasures. Xi'an Municipal Solid Waste Disposal System

With the acceleration of urbanization, the expansion of the scale of city and the raising of consumption since Reformation and Opening Up, living rubbish problem has become the serious environmental problems to be solved. But the scientific research on domestic waste in our country started very late and the management system is relatively backward which results in more serious problem.At present, in China, the production of domestic waste has reached in150million ton and growth fast by the speed of8%-10%each year. In more than600cities in China, two-thirds of cities are surrounded by wastes and a quarter of cities have no suitable place to pile up the rubbish. China has become one of the most polluted countries by domestic waste in the world.Beijing produce18,300tons of garbage everyday.The disposal capacity is only10,000tons everyday,a gap is up to8000tons.In Shanghai, the average daily life garbage disposal capacity of more than19000tons,the limited and Scarce of land resource made the garbage Processing ability reached the limit.Xi'an is the central city of northwest district. With the rapid development in recent years, the domestic waste is accumulating in fast speed. In2005, the amount of rubbish is3960ton per day and only four years it added100ton to4900ton per day in2009. With the further expansion of city's scale, this number will rise continuously. The city life wasted treatment and management system of Xi'an is tradition and backward. It adopt the single governance mode that is pay more attention to tail end rather than resource, cleaning rather than disposal which cause the potential threat to the environment and made the negative effect on development of city. In this paper, on the base of the research on the collection, transport, disposal, management system and the policy in law of domestic waste of Xi'an, the author take many problems about domestic waste disposal as example to analyze it. The paper lists several proposals according to the whole management system of rubbish disposal. In the aspect of garbage collection and transport, the collection facilities should be layout suitable, and the collection system of toxic family waste should be set up and the system of classification of garbage should be complete and perfectly operated. It is necessary to diversify the investment and speed up the industrialization of environmental sanitation to promote competition. The productive enterprise should control their waste produce index in reasonable range. The retail industry should participate in garbage collection. Government can use various means to broadcast the environmental protection knowledge. In the aspect of the terminal disposal, the author suggest to set up integrated waste disposal system and actively pilot and to implement the new waste treatment method, constructing burning treatment and supporting facilities, scientifically planning infrastructure, making policy to combine the long-term plan with short-term plan. In the aspect of management system, the author put forward the suggestion that set up the specialized department of solid waste management. The department should clear the management goal and distinct the duties. The local authorities and the central departments should accelerate scientific research progress and increase the scientific research institution settings. In legal policy, the slip law and basic law of resource utilization can be made as the monitor to coordinate with central policy which would provide the operational reference for the related department to solve this problem.
