The Research On The Wetland Legislative Protection Of Beijing

The integrity of the wetland ecological functions of the wetland isessential for the ecological safety of Beijing. The legislation of wetlandprotection is a general trend. The study object of this thesis is the wetlandprotection legislation.In the first chapter, the definition and the values of the wetland will beshortly introduced. We will analysis the situation and the relevantlegislation of the wetland in Beijing, and then give the necessities of thewetland protection legislation.In the second chapter we will present some main problems, whichcontain the absence of the higher-level laws, the lack of the wetlandprotection legislation, the situation of management in the wetlandprotection and the construction of protection of the rule system of wetland.This part analyzed the Public Participation System, the Wetland EcologicalCompensation System, the Graded System of the Wetland Protection andthe Information Disclosure System, which will make contributions to thesuggestions in the next chapters. In the third chapter, which mainly introduce the situations of thewetland protection in some foreign countries and other big cities andprovinces such as Jilin Province, Heilongjiang Province and so on, willpresent the characters and shortages, which will provide some wellexperience for the protection legislation of wetland in Beijing.In the last chapter we will provide some useful suggestions to theprotection legislation of wetland in Beijing, which mainly containfoundations and guiding ideology of the legislation, construction of unifiedmanagement departments and some rule systems of wetland protection.
