The Research On Chinese Wetland Ecological Compensation System

The wetland has a very special significance for human society economy's development and the nature ecological equilibrium, however, under the factor's combined action of the nature and human, the wetland area withers year by year and the quality of it drops largely, so the wetland resources are urgently need to be protected in'the rescue way'. Under such background, the wetland ecological compensation research arises at the historic moment. The wetland ecological compensation system research divides into three parts:the first is to accurately define the wetland, the connotation and extension of the wetland ecological compensation and the scope of the wetland ecological compensation. Using the related theory of system economics and wetland ecology to proof the necessity of wetland ecological compensation from the aspect of theory; the next is to explain the reality urgency of wetland ecological compensation in the systematic way through the analysis of the present situation of the wetland's degradation and it's causes; the last is also the center of gravity and the foothold of the wetland ecological compensation research. At first,the article is to prove the wetland ecological compensatory system's feasibility from the three aspect of the national policy, the local practice and the financial support,and then the theme attempts to construct our country's wetland ecological compensation system form the following five aspect:the compensation content, the subject of rights and obligation, the compensation standard, the sources of fund and the compensation way by referring and absorbing the previous related research. But if the wetland ecological compensatory system wants to be obtained the effective implementation and the execution in our country, it needs at least to perfect the wetland environmental effect evaluation system, the wetland paid use and occupancy compensation system and the wetland protection official business cooperation and the public participation system and so on to safeguard the wetland ecological compensation system's implementation.
