On The Issues And Countermeasures To Water Pollution Treatment In The Pearl River Basin

Water is regarded as the treasure of human and source of life while the abundant water resources in the Pearl River has produced favorable conditions for economic and social development along the basin. However, as economy grows faster, up to the surface are emerging human's excessive exploitation to the nature, ignorance of water environment, abuse of water resources and backward management mode, and in consequence, the water environment around the valley gets deteriorated sharply and issues like water shortage and pollution in the area become increasingly prominent, all rendering out profound negative influences on the social and economic advancement in a healthy and sustainable manner. Although after a decade of efforts certain achievements have been attained in water protection and treatment in the Pearl River Basin, there are still numerous problems awaited for solutions. In this regard, to conduct research on water pollution, enhance the treatment and secure a sustainable utilization of water resources in the Pearl River Basin, will be of great significance for a healthy and sustainable growth of the both economy and society as well as the theoretical studies on water pollution control of the Basin.The paper begins with a brief introduction of such backgrounds as the water environment and current polluting situation of the Pear River Basin and then moves to illustrate the necessity and imperativeness to strengthen the pollution control as well as the significance of the related studies. Through research and analysis, the author lists out the main issues to treat the pollution and points out that imperfect laws relating the water environment of the region reduce the enforcement work to be quite a challenge and unreasonable management system, simple management measures, unsound treatment planning, together with the absence of effective cooperative regime, all constitute the major reasons why the pollution issues in the Pear River Basin still could not receive efficient settlement. And approaching to the end of the paper, the author applies the relevant economic management theories and based on the specific features of the water pollution control along the basin, tentatively concludes that good endeavors are required to perfect the law system of water pollution treatment, improve the planning of pollution protection, put into full play both the economic measure and market mechanism, strengthen the controlling activities and establish a command authority, which will provide positive references for both the water pollution treatment in the Pearl River Basin and the progress of theoretical studies on water pollution control in China.
