Along with the rapid development of China's economy, the contradictions between environmental protection and economic development, ecological priority and resource development, as well as between ecosystem restoration and the huge capital supply gap in the process of sustainable management are getting increasingly prominent. Establishing a mechanism that conform the market operation rule is the key to solve all these contradictions. Ecological compensation is one of the very important and effective methods. Ecological compensation is that the country,the people's governments at various levels and other ecological benefits give compensation for its ecological protection builders who have invested in or would lose the chance of possible self-development.In 1997, Momoge nature reserve was approved by the state council as nature reserve at the national level. The main protection object was the wetland and all kinds of wild birds that habitated in the wetland in Momoge nature reserve. Because the richness of oil resource in the reserve, from the beginning in the 1950s, Jilin oil field branch Yingtai oil field began a long series of oil field development activities.In the papers, the production activity of Yingtai oil field in Momoge nature reserve was set as an example, on the basis of introducing the general situation of Momoge nature reserve and the present oil development situation of Yingtai oil field, the ecological destruction of the oil exploitation process do to Momoge nature reserve was analyzed. By using the market value method, the ecology function value method, opportunity cost method, conditions value evaluation method, it is concluded that Yingtai oil field should be compensated for the expenses of the production 4262.08yuan every year, and that was per ton of oil required compensation of 64.1yuan. Compensation can be operated through financial, physical compensation and government macro-regulation.This paper suggests a reasonable and scientific view of ecological compensation plan which relieves destruction of Momoge nature reserve due to the develop of oil, and guarantees the stability of the Momoge nature reserve and the benefit to the area function of the Momoge nature reserve, as well as provides a resource development research data for the similar researches.
