Qian60 blocks in XinMu Oilfield is rich in crude oil, current production stability now. Comprehensive adjustment and reform is a urgent need, to ensure the smooth progress of field development, to ensure crude oil gathering and transportation completion of tasks, and to save operating costs.According to the status quo of Ground systems, analyzing the problems in ground system, carried out The Necessity studies on ground systems transformation project of Qian60 blocks in XinMu Oilfield. Use the theory of program planning studies, around the factors affecting project, such as natural conditions, social conditions, development status, development of forecast, etc. . From Oil and gas gathering and transportation, Water injection system, Water Treatment system, Fire fighting system, Electricity system, General layout and transportation, Architecture and structure, Energy-saving and environmental protection, HSE etc. technology point, Comprehensive proof the project investment and construction program planning. Through the Benefit analysis on Comprehensive adjustment and reform projects of Qian60 blocks in XinMu Oilfield, Use financial evaluation methods to carry out the Rationality research of investment construction on the project.This article research method is based on analysis previous data and Available information. Combined with ground system status and long-term needs, carry out the Research and analysis of the Qian60 blocks in XinMu Oilfield Background, Problems, Adjustment programs, Investment estimation, Economic evaluation, etc. . By use Oil and Gas Storage and Transportation, Technical economics, Project Management Knowledge, etc., thus reach conclusion of the feasibility of the project.Technological and economic assessment methods are mainly used for the feasibility evaluation of the project, including the net present value and Internal Rate of Return, Payback Period method.The innovation in this article lies in the combination of theory with practice, surveys and theoretical study, qualitative and quantitative analysis methods. Project evaluation theory, practice and production practice technology used in Qian60 blocks in XinMu Oilfield project for the feasibility evaluation of comprehensive refurbishment in for the project's decision-making more scientific, objective, rational, and in line with the investment principles of economic efficiency. The project design introduces a lot of new technologies and new products. It not only can be taken as an guidance for the similar projects in this industry, but also for technical and economic evaluation of the old oilfield readjustment and reconstruction.During the project planning study, firstly the extant problems of Qian60 blocks's ground Engineering is analysed, including inadaptation to the development needs, unreasonable layout, backward technology, aging facilities, high production costs. To solve these problems, the design of each system and optimization is conducted based on economic efficiency, and the layout is optimized to solve the extant problems. The utilization of the existing facilities and equipments is also considered to avoid redundant construction.Firstly, long-term reconstructed oil field production scale is confirmed. The overall layout is re-established: utilizing the single well and trunk/flow line delivery process, optimizing the cyclic annular liquid-blended crude transportation, vacuating the original metering plant, using automatic route measurement, vacuating and sealing the transfer stations, adopting Two-stage distribution for CPF, adding the separation system and sealing dehydration system and applicable reconstruction of the relevant facilities in CPF .Second, the program works to determine the quantity and investment estimate. The estimated investment is 121,580,000Yuan, and according to the project economic evaluation, financial evaluation, the pre-tax internal rate of return is more than 12% , after-tax internal rate of return is 12%, both of them are higher than the industry benchmark rate of return. The payback period 3.55 years, the pre-tax net present value is 65.4 million Yuan and the after-tax net present value is 41.58 million Yuan, are above zero. The above key financial indicators indicate good financial evaluations benefits.After project refurbishment , the achievement of oil and gas gathering and transportation system: Gas Gathering closed: 100%; gas utilization: 100%; furnace average thermal efficiency :> 85%; pump efficiency: 75%. The project to increase electricity consumption 819,000 kWh / year, saving the amount of 372.6 Articles of natural gas / year, with reduce 955,000 yuan of vehicle freight / year, saving oil and gas depletion 69.53 Articles / year, reducing the staff 254 people. In addition, to reduce annual oil and gas due to pipeline leakage caused damages 740,000 yuan, 1,200,000 yuan of maintenance costs ,500,000 of land compensation .Making the Comparison before and after reconstruction, 24.88 million Yuan cost is saved in operating. The closed system and reduced oil consumption is achieved after refurbishment. The domestic advanced level of 1.20%, while Qian60 blocks in XinMu Oilfield is up to 0.75%; Secondly, the energy consumption is reduced by cyclic annular liquid-blended crude transportation, about 601.5MJ / t, which is lower than the energy consumption level of domestic oil gathering and transportation at normal temperature (945MJ / t).In conclusion, this project has good economic and social benefits, and it is conducive to the sustainable development of Qian60 blocks in XinMu Oilfield. The refurbishment of the surface facilities simplified the process, and reached the achievement of the low energy consumption, high efficiency, safe and environmental production, and better adaptability. This may have some valuable reference for the similar projects of other oilfields.
