| The ground system reconstruction project of Xinmu oil production plant is one ofthe capacity expansion plans of Jilin oilfield in 2011. HSE management is the part ofproject management. The design of HSE management system aims to discuss andexplore the effective ways of using HSE management system in enterprise, byexplaining the principles explicitly. Therefore, it can help to solve the health, safetyand environmental problems in the implementation process of project and to providewith some useful experience in application.HSE is short of Health, Safety and Environment management system. HSEmanagement system is a combination of several elements, including the organizationof implementing health, safety and environment management, and the responsibilities,practices, procedures, processes and resources of the organization. These elementsfuse in together organically in the process of operating the system in advanced,scientific, and systemic ways. As a result, they form a dynamic management system inwhich the elements referred interact mutually.This paper studies on the establishment and the implementation of HSEmanagement system in the ground system reconstruction project of Xinmu oilproduction plant. After explaining the definition, structure, basic elements, guidingprinciples in establishment and characteristics of HSE management system, the papercomplete the following main work:1. Managing the project and the formulating the process programs, including thepersonnel agencies of the project, the duties of the main management staff andtechnical staff, and the key points of the project construction scheme;2. Analysing HSE harms of the engineering construction of the project, andproviding relevant knowledge for the subsequent formulation of HSE managementsystem;3. Designing and formulating the HSE management system for the project, mainjobs including setting up HSE management goals and organizational structure,preparing HSE program files and working documents, and implementing andevaluating the HSE management system, etc.HSE program files formulate the construction HSE measures in the key workingprocedure, which covering 19 measures, and formulate the harm-cut measures toreduce and control the risk in the light of the actual situation of the project. Themeasures are aiming at HSE harm and risk at the construction site and construction work position. Besides, HSE program files propose the HSE emergency response plandealing with the possible attacks or emergency situation in the project constructionprocess, so as to implement the rescue plan effectively, having the accidentscontrolled and loss reduced. The health assurance measures of construction personneland the environmental protection measures are also the important parts of HSEprogram files.Working documents is a kind of supporting documents of program files,involving specific jobs and details on how to finish the work tasks on working sites.Working documents consists of various HSE work instructions, mainly includingelectric welders’HSE work instruction card, gas electric welders’HSE workinstruction card, oil and gas pipeline installers’HSE work instruction card, metalstructure workers’HSE work instruction card, and lifting workers’HSE workinstruction card and so on.The frame structure of the whole paper is shown below:The first chapter is introduction, introducing the sources, background and basisof the project, and the up-to-date research and application of HSE home and abroad.The second chapter reviews the HSE management system and related theories.This paper expounds the meaning and structure of HSE management system, the basicelements and characteristics of the HSE management system, the guiding principles ofestablishing HSE management system, and the establishment and implementation ofHSE management system and so on.The third chapter of this paper analyzes the HSE hazards for ground systemreconstruction project of Xinmu oil production plant, including the introduction of theground system reconstruction project of Xinmu oil production plant, setting thepersonnel agency and responsibilities of the construction project, making engineeringconstruction plan and doing HSE hazard analysis of the engineering construction, etc.The fourth chapter designs the HSE management system for the ground systemreconstruction project of Xinmu oil production plant, mainly including setting up thegoals and leadership organization of HSE management, formulating HSE programfiles and working documentation of the reconstruction project.The fifth Chapter is conclusion and prospect.Like quality assurance system ISO9000 and environmental protection systemISO14000HSE, the establishment and implementation of HSE management system isa complex project, involving all aspects of the business, and are affected by manyfactors. Not only the establishment of HSE management system needs to be scientific, but also the implementation of the system should be put in place. In addition, HSEmanagement system of project is different from HSE management system ofenterprise, the enterprises’HSE management system emphasizes the general rules,focusing on evaluating the departments of the enterprises, but HSE managementsystem of project pays more attention on assessing the implementing process of HSEmanagement system. Establishing and implementing project HSE managementsystem is like the usage of PDCA cycle in quality management, which is a process ofcontinuous improvement. The problems exposed and the measures taken in theimplementation of HSE management system of this construction project will becomethe knowledge base for the next project HSE management system. Therefore, thepaper should conclude the experiences and lessons of the ground systemreconstruction project of Xinmu oil production plant in establishing and implementingHSE management system, laying the foundation for the subsequent project HSEmanagement system. |
