Environmental Justice Perspective Of Rural Environmental Pollution Control System Conception

Environmental problems have become one of the vital issues which influence the survive of human currently, in recent years China has taken some measures to control environmental pollution and have achieved some results, but environmental pollution is still severe, especially the rural environment pollutions. Under the current social system, most of the environmental protection laws and regulations are tend to protect the environment of the city and ignore the importance of protecting the countries' and the patents' environmental rights , this is obviously unfair, the regulations of rural environmental pollution are being marginalized. The regulations of environmental pollution are not only the main content of the rural economic development, but also of the highest importance of the rural environment protection and the realization of sustainable development, thus in such a situation, how to improve the rural environments seems particularly urgent. However, the treatments of rural environmental pollution have not got enough attention, they still lack feasible measures.This article attempts to put forward ideas to protect the rural environment from the perspective of environmental justice, so that can improve the current situation of the rural environment efficiently. At the beginning of this article, I introduce the theories of the environmental justice and the revelation of the pollution regulations, and then point out the related measures about the managements of the rural environmental pollution and the reasons why they departure from the environmental justice theory, the main reasons are the lagging ideas of legislation, the looseness of the legal structure, poor of management system, the hinder of public participation mechanism and so on. On that basis, this article summarizes the innovation of the regulations of the rural environmental pollution, and puts forward the direction and the conception of the environmental justice theories to be the basic idea of the environmental pollution control system, and improve the countries' environment through establishing suitable legal system, setting up treatment funds about rural environmental pollution and enlarging the public participation of measures to control environmental pollution.
