Research On The Optimization Of Rural Human Settlement Environment From The Perspective Of Environmental Justice

The rural human settlement environment is the cornerstone of rural development,farmers’ lives,and agricultural production.Since the 18 th CPC National Congress,the Party and the state have attached great importance to it and issued a series of policies to improve rural human settlement environment.However,due to the low participation of farmers and the loss of traditional local culture,the governance of rural human settlements is facing challenges.The value concept of environmental justice just provides a new way of thinking to solve these problems.This concept advocates the fair distribution of environmental good things and environmental evil things,respects and recognizes people’s status and culture,stimulates people’s awareness and behavior of active participation,and enables people to live a dignified and decent life.Therefore,from the perspective of environmental justice theory,this paper takes Z Village in Shanxi Province as the research object,trying to reveal the achievements and shortage in rural human settlements governance,and put forward effective countermeasures based on practical problems,providing theoretical and practical enlightenment for the optimization of rural human settlements in China.Firstly,the research systematically reviews and explains the theory of environmental justice as a whole,and analyzes the rise and development of environmental justice,the multiple connotations of environmental justice and the correlation between environmental justice and rural human settlements.Then,on the basis of reviewing the historical context and time clue of the improvement of rural human settlements in China,this process is described in four stages: tthe initial and tortuous stage(1949-1972),the recovery and development stage(1972-2005),the steady progress stage(2005-2012),the comprehensive development and upgrading stage(2012-present).After a panoramic review of China’s rural human settlement environment,this paper selects Z village as the research object,and analyzes the embodiment of the optimization of human settlement environment in Z village in environmental justice by using literature research method and case analysis method.The specific performance is as follows: in terms of distribution justice,distribution is becoming more and more balanced,and the countryside is suitable for living and working;In participating in justice,build a communication platform and stimulate the vitality of participation;In recognizing justice,practice the green concept and respect the dominant position;On ability justice,we should optimize the policy environment and enhance the development ability.At the same time,however,there are also weaknesses and shortcomings in the improvement of the living environment in Z Village,which are as follows:the green technology of enterprises is weak,and farmers bear the environmental burden;The endogenous motivation of governance is insufficient,and the participation of villagers is uneven;Local governments pay attention to individual deficiencies,and governance lacks its own characteristics;The feasible ability of villagers is insufficient,and the guarantee ability needs to be improved.In view of the above shortcomings,this thesis puts forward the optimization path of rural human settlement environment from the perspective of environmental justice: increase investment and green industry development;exert diversified forces and increase farmers’ participation enthusiasm;clarify the types of villages and reflect the diversity of villages;establish a long-term mechanism,Strengthen the cultivation of farmers’ ability.
