A Study On The Effect Of Environmental Policy And Environmental Technological Innovation And The Cross Effect

With the rapid economic growth, the consequent environmental problems also increasingly become the focus. In this regard, the Government has taken a series of measures referred to environmental policy and technology innovation to strengthen environmental protection. The environmental policy and technology innovation will not only contribute to pollution reduction and environmental protection, but also they will interact on each other. The effectiveness and efficiency of environmental management can be enhanced dynamically by environmental policy measures upgrades and new environmental technologies introduction.The paper describes in detail the environmental policy, environmental technology innovation and policy and both their effectiveness and cross effects on the theory level. Taking industrial wastewater emission management as example and using the panel data model and treating the regional level of 29 provinces, municipalities and autonomous regions in 1993-2007 as a cross section, this paper makes an empirical analysis on environmental policy, environmental technology innovation validity and cross effect in China and in the eastern, central and western regional level. And on this basis, this paper discusses the existing differences among environmental policy, environmental technology innovation in our country and eastern, central and western regions. The results show that environmental policy and environmental technology innovation have significantly effectiveness on industrial waste emissions reduction across the country and eastern, central and western regions and environmental policy and environmental technology innovation show a significant cross-effect.Finally, the paper summarizes the results of the above study. Meanwhile, the paper also proposes a number of relevant policy and suggestions for environmental policy and technology innovation on the East, Central and Western regional level, which provides the references for environmental policy and environmental policy on technological innovation in the macro-regional level.
