Chemical Industry is a high-risk industry, hazardous chemical accidents frequently occurred when hazardous materials are produced, used, stored and shipped throughout the China in recent years. Cost calculation in practice often lack of theoretical guidance and is subjectively operated, the essential reason is that the lack of a scientific, objective and accurate loss calculation system.This paper establishes two-dimensional element system on cost calculation of hazardous chemical accidents from the view of bearer and economic characteristics of the loss, one dimension's criteria is in accordance with different holders, namely government, corporate and personal; the other dimension's criteria is according to the economic characteristics, which is the direct economic costs, indirect economic costs and intangible costs. Then the selection of calculation method is proposed for corresponding elements. Finally, it present numerical example to verify the system.This article clarifies the loss incurred by the government, the company and the individual and retrieves the lack of the government loss study, which solves the double-counting problem of the loss. It is suggested that, attention on cost calculation study of hazardous chemical accidents from the government perspective can reveal the problem that large hidden and long-term losses are taken by the government, while enterprises pay for the low compensation. This method is benefit for chemical enterprises to make security investment decisions which favor the interests of whole society and can help government develop and improve relevant laws and regulations and provide the scientific basis for dealing with accidents.
