In recent years, China's highway infrastructure has been developing rapidly, highway mileage is increasing, the tasks of highway maintenance has been gradually increased. To meet the development needs of highway construction, the management of highway maintenance need improved urgently.Highway is as the main management objects for pavement management information system, which is linear characteristics,is plenty of the spatial Information. The strengths of geographic information system ( GIS ) technology are spatial information collection, management, analysis. GIS technology will be integrated into the pavement management system to establish GIS based information management system which is the inevitable trend of highway maintenance technology development. Using GIS technology, can achieve spatial data and attribute data highway seamless connection, and can achieve the entire visualization of the highway maintenance management of data management, traffic assessment, conservation planning and so on, and can greatly improve highway maintenance management department efficiency.The paper studies in the following fields:(1) RTM road intelligent inspection car is as an example, it analysis the characteristics and structure of the pavement information and discusses the acquisition and processing method of the highway information.(2) It researchers the evaluation, decision, prediction model of pavement information, decision-making, prediction model according to the actual situation of the specific highway network in Liaoning Province.(3) Using geodatabase data model, relational database SQL Server2008 and spatial database engine ArcSDE unified storages and manages the spatial data and attribute data, which achieves integrated management of multi-source data.(4) Study the linear reference system and the dynamic segmentation techniques, make use of the mileage pile positioning reference system achieve the spatial data and attribute data of the seamless connection, to achieve the highway pavement information a variety of forms, visualization of the rich content, make the process of highway maintenance management Intuitive, visualization. (5) The use of GIS technology designs and realizes the highway information management system in Liaoning province, to provide scientific decision-support of the highway maintenance management.Paper relying on Liaoning Provincial Transportation Department's project "Liaoning Provincial Highway network maintenance and management of surface quality", eventually establish a PMS of Liaoning Province, passing through the certification of Software Industry Association in Liaoning Province and the inspection of Liaoning Provincial Transportation Department, be applied to practical management work, has some reference value For other provinces to establish a PMS.
