Research On Tidal Current Resource Investigation And Evaluation Standard

As a developing country with a largy population and limited natural resources,China is confronted with increasingly serious energy crisis.Aternative energy sources must be explored to reduce dependence on fossil fuels.Tidal current is a reliable,clean and renewable energy source. China has an abundant tidal current energy resource,and there is an excellent development value in many coastal regions for their suitable development environment and conditions .The exploitation and utilization of tidal current resources can not only be possible to alleviate our country's energy pressure, improve energy structure, simultaneously is also advantageous to meet china's need for environmental protection and the sustainable development.It is such a critical period for tidal current resource development that there is an urgent need to set rules including resource investigation and evaluation standards to protect and promote tidal current resource exploitation.The lack of referable international and national standards set back deeply studies and development activities. Thus it is necessary to carry out the research on investigation and evaluation standards,according to characteristics of resources reserves, energy density, space-time distribution and development demands for our country.Based on the analysis of the existing specifications for oceanographic survey,offshore observations and the completed censuses, combined with characteristics of tidal current power generation technology,development of Marine exploration methods and numerical model and etc. ,methods for tidal current resource investigation and assessment is discussed in this paper.Firstly,the top-design of standard is presented in the paper, including the meaning, orientation, principle, technical route and the framework.Secondly, affirm the instruction function of the existing specifications for tidal current resource investigation, the censuses provided foundational information,data and research achievement, which has the practical significance and reference value. However,the tidal resource investigation is both a comprehensive and a professional one,a separate investigation is required, as well as a separate investigation and evaluation standard.As for this , content and method of investigation are introduced. Investigation should be a field survey based on historical data collection,whose phase is divided into census and detailed survey. The main element of the survey is tidal current, combined with the related environmental conditions and social economic conditions. In this paper,the collection content and source of historical data, the accuracy of survey elements, survey instrument, stance design ,the time and frequency are discussed.thirdly, the evaluation method is discussed. A clear definition of theoretical and viable tidal current energy resource is given.Referring to the existing calculation method, a calculation formula is recommended. Through the comparation of 2d and 3d, structured and unstructured, this paper recommend fvcom to be used in the numerical simulation. From the view of resource, environment and economy, resource assessment method is discussed. This paper gives a draft of tidal resource investigation and evaluation standard, as a initial proposal.Finally, to the future progress in the work of tidal resource investigation and evaluation standard,suggestions are put forward. The standard should be improved with the development of practicing and the deeper theoretical study,and the investigation and evaluation work under the guidance of the standard should have specific aim.
