In this thesis, the problem of allocating multiple resources to several projects is analyzed. A bi-level decision making method is used to construct the model of this problem .Genetic Algorithm (GA) method is introduced in detail. The results of examples indicate that the mathematical model can solve the optimal problem of allocating multiple resources to several projects effectively.
