This paper is aim to make a full sight of Japan's trade policy system in goods since the end of World War II. With this aim, the research finds its way in two angles of view. The first one is the evolvement history of Japan's trade policy in goods, which is with the help of USA, and with the principle of developing domestic economy by developing trade, since the end of WWII; The second part is about the ways how Japan's trade policy made out and the mechanism under which Japan's trade policy system works. As well as the evolvement history of Japan's trade policy in goods is concerned, it can be divided into four periods, which are the recovery period after WWII, the period of Japan's economy developing with high speed, the period of liberalization of Japan's trade policy, and the period of the new development of Japan's trade policy with the impact from both WTO and FTA. In each period, the reform of trade policy is always companied with the reform of industrial policy. In the way of the operation mechanism of Japan's trade policy, it includes four aspects, namely, unilateral, multilateral, regional, and bilateral. Japan's unilateral trade policy is mainly made up of trade-related laws, unilateral export and import trade policies and Generalized System of Preference; In the multilateral part, the research of the relationship between GATT/WTO and Japan's trade policy liberalization has been made; In the regional part, Japan's FTA strategy and its development has been emphasized on; And in the bilateral part, the relationship between Japan and its main trade partners such as USA, EU and China has been paid great attention to. Based on the research above, this paper put forward propose concerning China's policy making as well as the development of Japan-China trade relationship.
