The thesis is about the difficulty and some solution of middle scale primary chemical enterprises which stock system is transferred from state-owned mostly. In past many years, the enterprises depended on limited and fixed products to survive, and urge to develop new products to adjust their product system and find new profit source and utilize the existing extra staff. The product development environment of this kind of middle scale Enterprise have some special characters: compare to China Petrol Chemical Corporation, China Petrol Corporation, China Aluminum Corporation etc. monopolized group, they haven't resource advantage and abundant capital to ensure the advantage of developed product; Compare to small chemical company, they have some advantage in technique and scale. At first, the thesis follows the relational theory of new product development and bases on the developing characters, to discuss the pressure of the middle scale chemical enterprise to develop new product. Through analyzing the advantage and disadvantage of the enterprise's resource, to discuss the middle scale primary chemical enterprise should adopt what kind of developing stratagem and method to utilize their advantage and avoid their disadvantage.
