The era of knowledge economy is an era of talents dominion, in which employees are absolutely necessary in enterprises. However, as the adoption of delegation and team work makes organization structures flat, as the boundary between leaders and subordinates becomes blurred, and as the relationship between employees turns from the simple linear to the reticular, it is necessary to rethink the emphasis of HRM and the decision-making measures. This means that the roles and position of employees in enterprises are becoming more and more important, and the value of employees will be upgrade. In this context, studying power bases has significant effects: the friendly symbiosis between employees, which would promote to establish a harmonious working atmosphere, will be kept; employees could use the resources of enterprise and the ability of their own to achieve the goals of enterprise's and theirs which means "win-win" . And good bases will be kept for employees' career development.The paper has studied the conception of employees' power in enterprises, the existence and construction of power bases. First, the author defines the comprehensive employees' power in enterprises on the basis of summarizing the former definitions of power. Then, after analyzing the characteristic of power, three resources of employees' power in enterprises are concluded: organization; individual; and situation. In the light of the current collected information and the characteristics of the power bases, the author analyzes methods of constructing power bases in detail by studying some cases. And finally, the author discusses some mistakes that would be occurred in the using of power, and tables some proposals.
