State-owned operating assets are assets which are directly put into the process of production and operation, based on its value to the objective of adding value. With value-addle characteristics, the operating assets can create new and residual values through the use of it. China is a socialist country whose economic system is based on socialist public ownership, in such a country, the existence of state-owned operating assets is of strategic significance. However, in recent years the data shows that the management of state-owned assets is inefficient and the loss is very serious, so that it has become a pressing issue for our country.Since the building of our new country, China's state-owned assets management system has experienced six stages evolution, and a new type of management system has been established eventually. In the process of reform, many cities had a valuable exploration and shaped different types of state-owned assets management system, of which the most typical pattern is Shanghai and Shenzhen mode. On the basis of Shanghai and Shenzhen model, a new system of state-owned assets supervision has been established in the party's 16th national congress.
