State-owned operating assets are assets which are directly put into the process of production and operation, based on its value to the objective of adding value. With value-addle characteristics, the operating assets can create new and residual values through the use of it. China is a socialist country whose economic system is based on socialist public ownership, in such a country, the existence of state-owned operating assets is of strategic significance. However, in recent years the data shows that the management of state-owned assets is inefficient and the loss is very serious, so that it has become a pressing issue for our country.Since the building of our new country, China's state-owned assets management system has experienced six stages evolution, and a new type of management system has been established eventually. In the process of reform, many cities had a valuable exploration and shaped different types of state-owned assets management system, of which the most typical pattern is Shanghai and Shenzhen mode. On the basis of Shanghai and Shenzhen model, a new system of state-owned assets supervision has been established in the party's 16th national congress. With the new system implemented three years, the state-owned assets supervision yielded great results, the operating efficiency and the quality of state-owned assets has markedly been improved, but the organizational system and the laws and regulations system are not perfect, the supervision system need to be improved, the incentive and constraint mechanism is absent and the property market need to be further reformed, all that problems need to be gradually resolved in future.Many developed countries has done many bold attempts in the process of state-owned assets supervision, accumulated rich experiences and eventually established a comprehensive supervision system of state-owned...
