State-owned assets supervision and management level structure is the framework that is used to supervise and administrate the state-owned assets. In practice, there are two types of supervision and management level structures, ‘two-level’ model and ‘three-level’ model. ‘Two-level’ model is formed by state-owned assets administration authority and enterprises, however, ‘three-level’ model is formed by administration authority, state-owned capital operating corporation and enterprises.China has adopted ‘two-level’ model since the State-owned Assets Supervision and Administration Commission of the State Council(SASAC) was founded in 2003. Although China has achieved a lot in maintaining and increasing value of state-owned assets, especially in macro-economic control and supplement of the defects of the markets, there are many problems, such as excessive administrative intervention and formalistic management, which influence operation efficiency the of state-owned assets and development of national development.This thesis analyzes successful experiences in state-owned assets supervision and administration of developed countries, especially that of Singapore. Combining the state conditions, the thesis suggests that both ‘two-level’ model and ‘three-level’ model can be adopted based on scientific classification of state-owned enterprises. The thesis suggests that public service state-owned enterprises are suitable for ‘two-level’ model, however competitive state-owned enterprises are suitable for ‘three-level’ model.The thesis develops research about how to establish the ‘three-level’ model, and how to found, operate and appraise the state-owned capital operating corporation which play a major role in the ‘three-level’ model. The thesis also suggests how to strengthen ‘two-level’ model to improve supervision and management.
