At present, the phenomenon that the Chinese countryside public goods supplies are insufficient is recognized by all walks of life. As far as existing research is concerned, two reasons can be summarized to explain public goods deficiency in Chinese rural areas. One is the external reason featured by Chinese public goods provision system under which urban areas enjoy priority, while rural areas are underprivileged and the village-supporting-city system. The other reason is the poor performance of countryside governance. As current Chinese countryside public goods supplies heavily depend on village governance system, it is natural to seek reasons from countryside governance system.Past treatise mainly focused on the external reason to seek the solution to public goods deficiency in rural areas. But with the development of Chinese economy, urban areas are now able to provide support for rural development. New ideas such as developing city and village as a whole and constructing new socialist countryside have been raised since the 16th National Congress of the CPC in 2002.In addition, the government is taking powerful measures to solve problems inherent with the countryside public goods provision system. Therefore, problems relating with countryside governance system become the main reason of countryside public goods undersupply. Based on this, the author of this dissertation proposed that only by constructing performance-oriented countryside governance pattern and improving the performance of basic-level organization in rural areas can more and more public goods be provided for fanners.This dissertation is divided into three parts. Part one, introduce the countryside governance pattern and public goods supplies under the pressure system which means that village cadre are always busy with accomplishing goals set by higher authorities and only concerned about it, totally neglect rural public goods supply. This part specifically analyzed how this kind of countryside governance pattern come into being, new characteristics presented by this governance pattern and the intrinsic reason responsible for countryside public goods deficiency under the pressure system.
