With the frame of the strategy of the enterprise manages, the salary system dispose the composition elements excellent to full play the whole efficiency of it. In order to realize the enterprise strategic goals, and satisfy the diversified demand of the staff at the era of knowledge economy, the efficiency and valid salary system can realize the competitive advantage of the business enterprise human resource , set up the work environment that have the attraction, and ultimately realize the equilibrium and maximize benefits between the business enterprise with staff .Against the problem which existed in the project department' s salary system of Tuoxian, Tianjin electric building , this paper analysises the. internal factors and external factors that impact the salary system, and combine the theories of Y and related encourages, the paper researches the adjusting project of the salary positive, putting forward to optimize the allocation of the salary composition elements, and full play the whole efficiency of the salary system. Finally it evaluate the designing project for the salary and discuss the difficult which may exist in implementing .
