On the basis of the concrete circumstance in our country, it is the deep reform of land system in land resources, the outcome of socialism market economy development oriented by government, the mechanism to install the city land with the important reformation of management system, and the core and key for governments to operate the city.Firstly, the paper analyzes the characteristics of land banking policy in others country based on international experience. Then the concept of land banking policy in China is summarized. Then the background of local land banking policy, which is necessary and important, is analyzed.Secondly, this paper analyzes and generalizes main characteristic of land banking policy in Zhengzhou. It is an operation mode of double layers that the government predominates the types to manage the construction, and constrains business relation and regards credit as the main margin method.Land banking policy in Zhengzhou has been propelling city developments of the economic and society. Many problems inevitably exist, for land banking policy has been put into practice only for three years.
