Selling industrial land by contracted is mainly a chief way in china in the nearest past years, in order to development the economic and improve the achievement in their's official career,most local governments used a strategy of lower price to compete with their rivals, so most industrial land price sold by contracted far below the cost price. In order to strengthen the regulation and management, the Ministry of land and Resource make laws named , this is a major policy to control industrial land.The new regulations will be put into force; it is a great policy about regulate and control in industrial land use; the country will use the land price to participation in the drawing of macro coordination. This will restrain the spread of low cost in industrial land; uphold the principle that public and fair in land market; promote regional development in harmony; safeguard lawful rights of land owner; promote industrial land intensive and economical use. It has a wider significance.This paper put Zhengzhou as a typical study, because it is industrialization and higher level of urbanization in china, aimed at makes out the spatiotemporal variation of industrial land price based on the city's industrial land survey. By analyzing the relevant factors which impact on industrial land in Zhengzhou, analyses of the industrial land sell by market with the economic points, analyses the affect of industrial land sold by bidding, auction or selling land using right by hanging out one's shingle. Explore the ways of optimizing allocation about the industrial land selling by market, as well as the scientific management model of industrial land. Use the experience of other countries, the operational management of the industrial land price policy was put forward. Main results are as follows:1. Combine the average industrial land price public by in the year of 2000-2006, the features of industrial land price was analyzed from in Zhengzhou. Draw a conclusion as fellow: (1). the trends of industrial land price are rising in Zhengzhou; (2). the land price in industrial zone increases clearly; (3).Compare with the price of commercial,residential,comprehensive land the industrial land is lowest; (4). The change of industrial land price index in Zhengzhou is unclearly.2. Using the data of industrial land price sold in the last five years in Zhengzhou; analyze the features of change compare with the commercial land, residential land and comprehensive land. Based on GIS, with the support of urban land valuation theory, Equate value map of industrial land in Zhengzhou, Spatial structure map of industrial land price in Zhengzhou were made. Compare with the nation lowest price standard, the area below the standards is 387.85 Km2, lower than the national standard of the region were analyzed and the reason were explained.3. In order to analyze the correlation of industrial land price between socio-economic indicators, the socio-economic development indicators including GDP, local government revenue, fixed assets investment, total value of industry were choose. Grey relation analyze was used, those indicators'corresponding correlation degree compared to industrial land price is 0.87854, 0.81980, 0.76228, 0.67365. The influence was analyzed from land macro-control and the behavior of local government.4. Based on an analysis of effect of contracted sale of industrial land and the sale though market on land value and land use benefit, this paper analyzes from the angle of economics, the characteristics of industrial land sale though market and the positive effect of the implementation about the regulations on the optimization of resource distribution.5. Finally, on the basis of the exploration on the current urban industrial land negotiation pattern and learning from the management experiences from abroad, American, Hong Kong and Singapore, in order to improve and perfect the system and industrial land sell in market some policy suggestions for improving industrial land management are put forward such as reasonable index system about industrial land intensive and economical use should be made and the system of information open to the public should be set up and so on.
