H Network Technologies company (hereinafter referred to as H company) is aIT enterprise that served for ITS(Intelligent Transportation System) industry throughmainly operating engineering project service. In recent years, its model of projectmanagement is facing a severe challenge along with the increased business and scaleof project engineering expansion. Therefore, how to improve the project deliveryability and service level effectively is the current objective reality of the scaledevelopment of H company.This paper will start from the current situation of H company engineeringproject management based on the theories of project management, processmanagement and integration and related ones to practically survey the vitally issuesand reasons that restricted the development of H company, and then systematicallypropose the optimized solutions and supporting measures of H company engineeringproject management model according to the experience of engineering projectmanagement in domestic and overseas similar enterprises as a result of providing thereferences for improving decision-making level of H company engineering projectmanagement in next stage.The result of practical analysis indicated that the current vital issues ofrestricting decision-making level of H company engineering project management areirrational organizational structure, non-optimized project process, staff ability andproject assessment to be improved. It selected proper organizational structure, fullyplay the role of Project Management Office, and optimized enterprise projectmanagement process are making IBM and Digital China successfully on engineeringproject management with practical experience. In view of this, it focused on enhancing the decision-making level of Hcompany engineering project management, there are three significant tasks shouldbe completed at this stage as follows: firstly, organizational structure optimization. Itwill set up Project Management Office from the firm level with building projectorganized form of process-oriented, meanwhile, it will divide regions in departmentswith regional managers to achieve regionalization management of multi-projects.Secondly, project process optimization. It will achieve seamless connection ofmanagement process among project sales, implementation and service stagesaccording to integrated management. Thirdly, project assessment optimization. Thecurrent project progress assessment oriented will turn into the integrated projectassessment based on the main characteristics of “Project Progress+Project Cost+Project Quality”. Simultaneously, it will not only emphasis on the efforts ofleadership level, but also should significantly make project management culture,improve project informatization level, enhance project team building and completeteam incentive mechanism and so forth to make sure the successful implementationof optimized solutions of H company engineering project management.
