Shaanxi County Economic Development

There are four advantages in Shaanxi province, science and technology, education, tourism and resources. However, after the reform and open the door, Shaanxi province has been quite slow in economic development. How to promote Shaanxi economy to be constant, quick and healthy is an important problem, which Shaanxi province is facing about.The Third Plenary Session of the 16th Central Committee proposed to vigorously develop the County-level economy and said that the important and challenging issue of building up a well-of f society in all-round way in China lay in the development of countryside, and the key was County-level economy. It is the inevitable choice to solve the issues of agriculture farmers by speeding up the county-level economic development. This choice is not only advantageous to balance the development of cities and rural areas, but also is the necessary road leading to the well-off society, and it complies with the urgent requirement of entering WTO and the economical globalization. The implementation of this strategy will become the main power of the economic development of Shannxi province.Based on the theory of regional economy, through the analysis of the development of county-level economy theory in China, this article makes further research to the county-level economic development of Shaanxi province from the actual situation. It analyses the restriction factors which have influenced the county-level economic development of Shaanxi province, including industry development stagnation, low level of agricultural industrialization and marketability, slow development of non-state owned economy and institutional transition, and people's outdated cultural modes of thoughts. It also gives some solutions, including the construction of countries' industry system, the development of leading industry, the improvement of market orientation by private enterprise, the accelerate construction of small towns, agriculture modernization by using more scientific techniques in farming, and the construction of service type government.
