Compensation is one of the core issues about Human Resource Management. How to reform and perfect the current compensation system becomes an urgent task in many enterprises these days.The final purpose of this thesis is to obtain a new applicable compensation model for Hunan Branch , China TieTong Telecommunication Corporation. The process of the research begins at the survey and analysis of the enterprise background, the current compensation system and Strategy Development Stages for China TieTong. It will be significant to develop the employees' potential, to improve their work efficiency , and to increase enterprise core competencies when this new compensation model is applied in Hunan Branch, China TieTong. It will also be helpful if it can be put into practice for our whole enterprise or for other state-owned enterprises.This thesis presents a new compensation model, which consists of Position-Based Pay, Performance-Based Pay and Seniority-Based Pay. The model is based on the following crucial factors, i.e. the analysis of the current payment system and other situations in Hunan Branch, China TieTong; the advanced Salary management Principle and theories for enterprises in the world; successful experiences in domestic and abroad enterprises; the principle of theories must be applied in practice. More details about this new compensation model expand in this thesis as well; those are about how to determine the Position-Based Pay from a certain post, how to design the Performance-Based Pay considering the performance varies during a competitive environment, how to get the Seniority-Based Pay, and how to encourage employees and give themreasonable payments without beyond the limit that the enterprise can afford.The thesis also demonstrate why and how we should pay more attention to the enterprise's Economical Efficiency and Development instead of personnel's in the enterprise 's early development stage; how to emphasize the Team Performance Function; how to apply the Method of the Objective Management, i.e., resolving Enterprise' Objective into Section and Individual's in multiple layers.The thesis also specifies a Position & Performance-Based Pay system and Performance Appraisal Project for headquarters of Hunan Branch, China TieTong to practice.
