With the development of society and economy of China, the requirement of improving the urban public transit service quality is continuously increasing. The problem of public transit service quality is always the focus regarded by public, and passengers' demand and trade competition need the high-quality public transit service. As one of the urban public utilities, public transit is the most directly window of an urban development level. On this account, how to improve the service quality of urban public transit and amend the passenger trip condition has become one of the important issues in public transit development. But now, the studies on public transit service quality in China are basically on the stage of concept system and just stay on the management layer .Neither the inherent mechanism from the technical view nor the indemnificatory technical system of public transit service quality is studied or come into being. What is the public transit service quality, what is the high-quality of public transit service, and how to measure and evaluate the public transit service quality system are the tasks we must face to.This paper analyzed the connotation, quality factor, measure and standard of public transit service quality, defined the concept and measure standard of public transit service reliability, established the system effectiveness model to assess synthetically system service reliability, and put forward the assessment method to public transit service reliability in OD based on constructing the evaluation structural system of public transit service level. At last, this paper validated the practicability of assessment model and method by examples and came to the satisfied conclusion.
