Reasons For The Slow Farmers' Income And Solutions

Increasing farmers' income is an significant economic and political issue in the progress of our national modernization, whether the problem could be solved smoothly, influences the development of our national economy, the stability of our society, and the construction of comprehensive well-off society and harmonious society.After comparing farmers' income lengthways and horizontally and analyzing the structure of farmers' income, this article gets three main conclusions: the whole level of farmers' income is low;the farmers' income increases slowly;the different source of farmers' income holds different proportion in different years, and has different development trend and different influence to the increase of farmers' income. Among them, income from wage increases relatively stably, its proportion in farmers' income intends to go up, and it is the positive factor that raises farmers' income after 1984. income from management increases slowly, its proportion is going down year by year, and it is the biggest factor that limits the increase of farmers' income for the recent 20 years.Based on the reflection on the current study and on-the-spot investigation, this article make a general analysis to the reason of slow increase of farmers' income, and points out that the reason of the slow increase of farmers' income lies in the following factors: farmers' tech-culture character is low;the land system and the identification system have been arranged unreasonably;the policy about education and industrialization is not perfect;the financial system is arranged unreasonably;the rural market construction lagged seriously;enforcement of the strategy of developing agriculture is not efficiently;, the surroundings in many mountainous areas is bad;After joining WTO, the Chinese agricultural product is placed in bad situation on the competition.It can help us go more smoothly to study how to solve the problem in other countries and learn its successful experience. So, here I choose three typical countries: America(its agriculture is the most developed in the world), Japan(its geography is similar to many areas in our country), India(state of the nation is similar to our country), analyze the development of their agriculture and measures that their governments take, then I get thefollowing inspirations: consistently strengthen the degree of protecting agriculture;set up industrial organization in countryside;pay attention to the continuous development and environment when we make use of modem technology.Based on above analysis, In order to solve this problem, I think, the following seven suggestion should be adopted: develop strongly rural education, improve farmers' tech-culture character;improve the current land system of our country;implement the same household register system in countryside as in city, develop strongly the second industry and the third industry, speed up the progress of countryside' s turning into cities;reform the finance system now, create a good macroscopic environment for the farmer;develop the village market strongly, strengthen the organization construction of the farmer, improve the macroscopic system of the government for the farmer;to solve the problem of slow increase of different farmers' income should be different.I finally point out that, increasing fanners' income is an extremely arduous and complex question. It needs us to increase the investigation and study dynamics, grasp the first material as many as possible, turn scientific results into government's policy on time, set up a system to ensure that these policies can be went through right, obtain the clear priority and invests the national limited fund into the urgent and key project, jump out the circle of "three-agriculture", realistically seek the key to the situation under a greater background.
