Industry cluster is the way out, many countries put up favorite policies to cultivate industry-cluster. After joining WTO, the bio-chemical industry of China facing more and more challenges from abroad, from the other side of view, it is an opportunity to propel the development of our bio-chemical industry. How to grasp the opportunity, cultivate our country's bio-chemical industry-cluster is an important problem we are facing.With the guide of international economics & industry economics, we probed into the law of development in bio-chemical industry; To research the comparative advantage and competitive capacity of China's bio-chemical industry, we compared with that of the U.S.A., India; We analyzed Zhangjiang High-tech Park of Shanghai, an example of China's bio-chemical industry cluster, quantitatively with much data; We proposed many countermeasures for developing bio-chemical industry.China's industry-cluster developing with development zone, that is Chinese character. Many middle & small enterprises shared scale economy and scope economy in industry-cluster- development-zone, such as specialized-cooperation, marketing-net and social-service outsourcing, etc. With the support of local government, that means favorable tax\land policies, good fundamental facilities, are pre-conditions for smooth development of industry-cluster. We are trying to study the experience of other countries, find some principles that can be used by our country.
