In 21st century, the phenomena of industrial clusters have attracted the concerns of more and more specialists and scholars. Among them, the achievement of Professor Porter in Harvard University is particularly valuable. In his work The Competitive Advantage of Nations, Professor Porter illustrates his famous Diamond Model, explains that the Competitive Advantage of Nations relies on its industrial advantage and industrial cluster is the source of the industrial advantage. From the traditional Absolute Advantage Theory, the Comparative Advantage Theory, the Factor Endowment Theory to the current Competitive Advantage Theory, our knowledge to economic rules deepens. Our study on the developing rules of industrial clusters and its features not only helps to guide the development of current industrial cluster, but also helps to improve the national competitive advantages.This article focuses on the sustainable development of the traditional industrial clusters in Zhejiang. The traditional industrial clusters in Zhejiang, which have typical regional economic characters, are choose as the subject of my study. Most such industrial clusters lie in certain labor-intensive, low technical and low entry-level traditional industries, which have obtained rapid development in Zhejiang since reforming and opening. This phenomenon is so called "Zhejiang mode". Many of the Zhejiang industrial clusters have become national industrial base and their products can be found throughout the whole nation as well as the world. Many problems arise with the progress. Zhejiang traditional industrial clusters do not depend on competitive advantage but depend on comparative advantage, thus encounter difficulties in their sustainable development.In this article the writer find three solutions for Zhejiang traditional industrial clusters. First, according to Professor Porter's Competitive Advantage Theory, improve Zhejiang traditional industrial clusters from four parts, namely, productive factors, command condition, relative industries and enterprise strategy so as to upgrade the industrial clusters advantage from comparative advantage tocompetitive advantage. Second, emphasize human capital's role in the sustainable development of Zhejiang traditional industrial clusters and point out some policy advice after analyze the human capital's effect. Last, advance some advises for the government role in sustainable development of Zhejiang traditional industrial clusters. On the base of these three solutions, this article concludes the sustainable development mode for the Zhejiang traditional industrial clusters that depend on comparative advantage, human capital and government role.Through the analysis on the sustainable development of Zhejiang traditional industrial clusters we can know the industrial clusters' rules well. Because in China studies for industrial clusters, particularly empirical research, began relatively late, our empirical research on Zhejiang traditional industrial clusters will obviously enrich the theory system on industrial clusters with China characteristic.
