Pricing is the core of industrial economics. Based on its natural monopoly character, telecommunications have large amounts of fix cost. Telecom products' prices must be higher than the marginal costs. But questions are very important about how much the prices should be, and which criteria the regulator should adopt. Access pricing is the key factor of product pricing and interest. Introducing a reasonable and efficient regulation policy will greatly promote the development and improve the competition situation of telecom industry.We try to find the exact access pricing regulation method through a model, and then get the orientation of telecom industrial of China in access pricing aspect. This paper has five parts. The first part is introduction. The second part is a survey about access pricing theory. We get that the benchmark of telecom competition is Ramsey pricing, the fundamental of one-way access pricing is Ramsey rule and ECPR, and two-way access pricing is what we discuss mainly. The third part is a model of telecommunication competition. Through the analysis we conclude that the higher the degree of substitution between different networks and different operators is, the more efficient the competition will be; access pricing is the base of telecom regulation; two-way pricing of the mobile phone will produce more distortion than one-way pricing; the relationship between mobile telecom operators and fixed telecom operators will be more complex because of two-way pricing. The fourth part comes back to the realism, reviewing the pricing system and competition situation of today's telecommunications of China. The fifth part is the conclusion and prospect. From this paper we can say that the precondition of resolving all the questions is to harmonize the interests of each part, and to give a more symmetric industry structure; we must depend on market to conciliate conflict instead of government; the innovation of telecommunication need our endeavor.
