Research On China 's Telecom Industry Access Pricing Regulation

Since 1980 s, the world’s telecom industry has entered a stage of competition in the market, and access to the problem has become the key to achieve effective competition in the telecommunications industry. China’s telecommunications industry is in a critical period of industrial upgrading, the need to solve the problem of access pricing, accelerate the development of. In this paper, we study the access of the telecommunications network, through the model derivation, combined with the actual analysis of the impact of different access pricing and other telecommunications network competition, put forward the corresponding recommendations. The main research contents of this paper are as follows:(1)Summed up the economic and technical characteristics of telecom industry, China’s telecommunications market competition are analyzed. In China’s telecommunications access pricing still need regulatory organizations regulation policy, guide the operators, the competition between the development of telecommunications(2)Study the main policy with China telecom access pricing, and found the problems mainly include:regulatory organizations, telecommunications legislation and access pricing way.(3)Under the liberalization structure of vertical integration, the establishment of one-way price regulation model, pointed out that government regulation mechanism can adopt the effective elements of the pricing method of making regulation policies, according to the difference of cost of operators of dynamic adjustment and indirect regulation in the law of unilateral access price.(4)Under the condition of symmetric network competition, with two pricing method based on the two-way access pricing regulation game model, demonstrated the mechanism of government regulation through access coefficient K of the access pricing between operators regulation, according to the reasonable access to policy formulation based on the cost of access pricing.By drawing on the experience of foreign developed countries on the telecommunications industry access pricing regulation, combined with the status quo of China, the proposed suggestions: access pricing gradually to the transition costs formulated incentive of access pricing policy, establishing independent telecom regulation institution, accelerate the legislation of telecommunication, establish a long-term supervision mechanism.
